Would someone please explain to me what the specifications of toner / consumables for Laser Jet printers mean?

This means that the cartridge is initiated with the printer has enough toner to print 1000 pages 5% coverage. Replacement Ink cartridges you buy, to 3,000 pages at 5% coverage. 5% of a page is not a whole hell of a lot, do not go to use up to 2 packs of paper with your starter cartridge.
